If you use this dish to broil a Steak, can you cut the Steak while it's still on the dish?
Yes, off of the Wooden Stand. Oven mitts must be used the entire dish gets hot.

With its rough texture for browning meat and veggies, will this pan also work well for pancakes and French toast?
I didn't try pancakes with this particular item, but with another Staub product. They tended to stick no matter how much butter I used and didn't turn out very well. I would recommend instead nonstick Teflon or ceramic for pancakes and eggs. Others seem to be able to use cast iron for egg-based dishes, but it doesn't seem to work for me.

My Bosch induction cooktop has a burner that is 15" x 9" and I want to cook on all of it. Is the cooking surface on this dish 15" x 9" or is that the size of the holder?
The dish itself is 12.9 x 8.9 x 1.6".
